"TARGETING CIVILIANS CANNOT BE JUSTIFIED"
Borrell made a statement about the civilians killed at the festival: "3,000 young people were ambushed while celebrating at a festival. It is now certain that 260 of them were brutally murdered by Hamas. The others were taken hostage by terrorists. There can be no justification for anyone to target innocent civilians."
