Azerbaijani MP writes to Chair of French Senate, Head of French-Caucasian Friendship Group

BAKU, Azerbaijan, July 19. Head of the working group of the Milli Majlis (Parliament) of Azerbaijan on inter-parliamentary relations with France Soltan Mammadov has sent letters to the Chairman of the Senate of France Gérard Larcher and Head of the French-Caucasian friendship group of the Senate of France Alain Houpert, Trend reports.

Mammadov noted that the information about the meeting of the Chairman of the Senate with the Chairman of the Parliament of Armenia Alen Simonyan, which Larcher shared on Twitter, was negatively met by the Azerbaijani public.

He noted that Larcher's demand for the "urgent opening of the Lachin road" connecting the Karabakh region, which is an integral part of Azerbaijan, with Armenia, as well as France's call to supply defensive weapons to Armenia in order to "ensure Armenia's security", were perceived as an attempt to aggravate the situation in the region yet again.

He expressed regret in the letter that the statement of Larcher coincided with the period when, with the mediation of the US and the Council of the EU, the countries agreed on a number of controversial issues, and significant progress was made in the negotiation process.

Armenia and Azerbaijan, demonstrating their commitment to the UN Charter, the Alma-Ata Protocol of 1991, declared recognition of each other's territorial integrity and sovereignty during the negotiations.

Mammadov pointed out that when there were great hopes for achieving sustainable peace in the South Caucasus,the opinions of Larcher only serve to create new disputes and tensions.

He mentioned in his letter that the opinion of the chairman of the French Senate that the Lachin road is closed does not reflect reality.

Mammadov said that the European Court of Human Rights rejected Armenia's demand for the introduction of a temporary interim measure against Azerbaijan in connection with the Lachin road.

The MP noted that despite the military provocation of Armenia, which led to the wounding of an Azerbaijani serviceman on June 15, as well as the identification of attempts by the Armenian side to carry out various kinds of smuggling through the use of vehicles of the International Committee of the Red Cross (ICRC), Azerbaijan has created all opportunities for the passage of humanitarian goods, private crossings and medical evacuations through the Lachin border checkpoint.

He notes with regret further in the letter that France still neglects the fact that Armenia, violating the requirements of international conventions, sets mines on the territory of Azerbaijan, as a result of which more than 300 people (most - civilians) became victims of mines in the liberated territories from Armenian occupation after the second Karabakh war.

Mammadov, in his letter to Larcher, urged to refrain from steps and initiatives that do not contribute to the creation of an atmosphere of peace, stability and cooperation in the South Caucasus, harm the bilateral relations that have deep roots and cover a wide range between Azerbaijan and France.

It was noted in the letter addressed by Mammadov to Head of the French-Caucasian friendship group of the French Senate Alain Houpert that the statements of the chairman of the French Senate caused deep misunderstanding in Azerbaijani society.

Mammadov expressed confidence that the senator appreciates the ties between France and Azerbaijan and will do everything possible to convey to the French public, the leadership and members of the Senate the right and fair position of Azerbaijan.

The head of the Milli Majlis (Parliament) working group noted at the end of the letter that the international community, politicians from different countries holding high government posts who have the opportunity to influence public opinion, including French politicians, are expected not to call for war, but to help in finding a formula for peace, cooperation and coexistence.
